Introducing STORCITO: Driving Rural Innovation in Europe

Across the EU, rural areas face mounting challenges — from climate change and depopulation to mobility and energy access. These regions also hold immense potential to lead the way toward a more sustainable, resilient, and inclusive Europe. That’s where STORCITO comes in — a new Horizon Europe project focused on rural innovation in Europe.

Launched in 2025, STORCITO brings together a diverse consortium of partners working across six countries to co-develop solutions tailored to the real needs of rural communities. The project’s aim? To empower rural regions to become key players in the green and digital transitions.

 

What is STORCITO?

STORCITO stands for Supporting the transition of rural communities toward inclusive and climate-neutral solutions. It’s an ambitious 4-year project funded by the European Union under the Horizon Europe programme.

At its core, STORCITO focuses on:

  • Developing technical, social, and organisational innovations adapted to specific regional needs
  • Supporting climate neutrality, energy independence, and resilience in rural areas
  • Ensuring that the green transition is inclusive, place-based, and grounded in community knowledge

The project will run from 2025 to 2029 with a total budget of €4.9 million.

 

Why Rural Innovation in Europe Matters

Rural communities are critical to Europe’s future. They represent:

  • Over 30% of the population
  • Nearly 80% of the territory
  • The majority of natural ecosystems, agricultural zones, and biodiversity reserves

Yet many rural areas are disproportionately affected by climate risks such as wildfires, energy poverty, and mobility gaps. Without targeted, inclusive support, these regions risk being left behind.

STORCITO addresses this challenge by investing in rural innovation in Europe that is context-specific, scalable, and community-driven.

 

The Three Case Studies at the Heart of STORCITO

To ensure real-world impact, STORCITO is deploying its approach through three practical case studies across different European biogeographical regions:

🔥 Wildfire Prevention and Monitoring

Regions: Atlantic & Mediterranean

  • Use of smart collars on livestock for natural firebreaks
  • Implementation of digital dashboards for early detection and response
  • Community-based action plans for land management

⚡ Community Energy Solutions

Regions: Boreal, Atlantic & Continental

  • Deployment of renewable energy models co-designed with local actors
  • Support for energy communities and digital energy monitoring
  • Social innovation to ensure inclusiveness and affordability

🚍 Climate-Neutral Rural Mobility

Regions: Boreal & Atlantic

  • Design of sustainable and inclusive transport models
  • Integration of digital tools and user-friendly platforms
  • Focus on low-density, underserved rural areas

Each case study not only tests new solutions but helps build local capacity and gather evidence for wider EU-level implementation.

 

Who’s Behind STORCITO?

The project is coordinated by Universidade de Vigo (Spain) and involves a multidisciplinary consortium of 11 partners from Spain, Norway, Germany, Greece, and the Netherlands. This includes universities, research centres, SMEs, municipalities, and innovation consultancies — all working toward the same goal: inclusive rural innovation in Europe.

  • SINTEF (Norway) – energy and mobility systems
  • Contactica (Spain) – communication and impact strategy
  • University of Utrecht (Netherlands) – impact monitoring
  • Innogando and INORDE – case study leaders in Spain
  • Ruhr-Universität Bochum, TH Deggendorf, AUA, Nimmo, and Gjesdal Kommune
